One page per place, or none. The temptation with local SEO is to publish fifty near-identical pages with the barrio name swapped in. Google has been demoting exactly that since 2012, and it is the fastest way to make a site look thin. We publish an area page when there is something true to say about that area, and this site enforces it: a location with no copy of its own stays out of the sitemap and renders no local section.
Belgrano searches like a place people live in rather than visit. The volume comes from households: a paediatric dentist, a driving school, a vet open on Saturday, a gym with a creche, somebody to fix the boiler before winter. Not necessarily. A service-area business, one that travels to customers rather than receiving them, can rank in the map pack with a hidden address, as long as the service areas are set honestly. What you cannot do is invent an address or rent a mailbox for one; that is the single most reliably penalised thing in local SEO.
As many as you have something distinct to say about. Ten pages that name real streets, real competition and real customer types will outrank fifty that are the same paragraph with the barrio swapped. We would rather ship eight good ones this quarter than fifty that make the whole domain look thin.
Profile fixes can move things in weeks, sometimes days, because most profiles are incomplete and the wins are sitting there. Ranking for competitive terms in a dense area like Palermo takes months and depends heavily on review count, which is the part you cannot rush.
