Keyword cannibalization

Two or more pages on the same site competing for the same query, so neither accumulates the signals to win it.

It usually happens by accident: a blog post and a service page written a year apart about the same thing, or a category and a product targeting one term.

The symptom is instability rather than absence. The two URLs swap positions week to week and neither settles, because the engine cannot decide which one the site means.

The fix is editorial, not technical: decide which page owns the query, make the other one clearly about something adjacent, and link it to the winner. Merging and redirecting is often better than keeping both.
